In Chrome animation disturbs my other CSS rules when using pagePiling.js plugin

I’m using pagePiling.js for some parallax scrolling and Animate.css to animate some elements, in my project.

The issue I have is, when I apply any Animate.css classes on my elements, it makes some css rules to not work smoothly, e.g. background-image: url([path to image]) is blank then appears after a few milliseconds or background-attachement: fixed doesn’t work at all.
It’s all flaky, buggy and not consistent.

All the above happens in Chrome but works fine in Firefox and Safari, by the way.

Does chrome have a problem with animations/transitions and do I fix it?
